Theo Sở Giao thông vận tải Tp.HCM, giai đoạn 1 đường vành đai 3 có tổng mức đầu tư khoảng 83.290 tỉ đồng, trong đó chi phí mặt bằng hơn 46.970 tỉ đồng. Dự án sẽ làm 4 làn xe cao tốc, đường song hành hai bên và giải phóng một lần theo quy hoạch hoàn chỉnh.

Đề cập trong báo cáo tình hình thực hiện dự án mà Sở Giao thông vận tải Tp.HCM gửi lãnh đạo UBND Tp.HCM và Đoàn đại biểu Quốc hội Tp.HCM, có đề xuất đấu giá quỹ đất dọc tuyến, thu hồi vốn làm đường vành đai 3.

Theo Sở Giao thông vận tải TP.HCM, giai đoạn 1 đường vành đai 3 có tổng mức đầu tư khoảng 83.290 tỉ đồng, trong đó chi phí mặt bằng hơn 46.970 tỉ đồng. Dự án sẽ làm 4 làn xe cao tốc, đường song hành hai bên và giải phóng một lần theo quy hoạch hoàn chỉnh.

Dự án đi qua 4 địa phương: .HCM, Đồng Nai, Bình Dương, Long An đều thống nhất sự cần thiết đầu tư dự án giai đoạn 2021 – 2025. Hiện các địa phương đang tiếp tục rà soát, hoàn thiện báo cáo nghiên cứu tiền khả thi để báo cáo Thủ tướng Chính phủ trong tháng 2/2022.

Trước đó TP.HCM đã có báo cáo kết quả nghiên cứu và kiến nghị Thủ tướng xem xét chỉ đạo phương án thực hiện đường vành đai 3 theo phương án đầu tư công.

Về nguồn vốn, các địa phương kiến nghị ngân sách trung ương hỗ trợ bố trí đủ vốn để đầu tư dự án. Trường hợp ngân sách trung ương không cân đối đủ toàn bộ kinh phí, đề xuất trung ương ưu tiên tối đa phần kinh phí để thực hiện dự án, các địa phương bố trí nguồn vốn còn lại.

Hiện các địa phương đều chưa thể cân đối nguồn vốn để thực hiện dự án trong giai đoạn 2021 – 2025. Do đó, trường hợp yêu cầu các địa phương bố trí vốn đầu tư, Quốc hội cần cho phép một số cơ chế đặc thù để các địa phương có thể huy động nguồn vốn làm dự án.

Phương thức trả nợ bằng nguồn thu đấu giá quyền sử dụng quỹ đất có liên quan dọc tuyến (theo thẩm quyền Tp.HCM) và các nguồn vốn hợp pháp khác hoặc cho phép đấu giá quyền thu phí sau khi hoàn thành dự án tạo nguồn thu ngân sách để trả nợ.

Cho phép các địa phương sử dụng ngân sách của địa phương để bồi thường, hỗ trợ tái định cư và đầu tư các hạng mục thuộc dự án vành đai 3 (là tuyến đường có liên vùng thuộc nhiệm vụ chi của ngân sách trung ương). Phần dự kiến kinh phí này không tính trong hạn mức đầu tư trung hạn giai đoạn 2021-2025.

Theo đề xuất của Sở giao thông, phê duyệt điều chỉnh cục bộ quy hoạch chung: phân cấp, ủy quyền cho 4 địa phương phê duyệt điều chỉnh cục bộ quy hoạch chung để đảm bảo tiến độ thực hiện, đồng thời với việc thu hồi đất của dự án, khai thác quỹ đất dọc hai bên tuyến và các vùng phụ cận.
